English translation
The Amir may, by decree, pardon a punishment or reduce it. A general amnesty, however, may only be granted by law, and shall concern offences committed before the amnesty was proposed.

للأمير ان يعفو بمرسوم عن العقوبة أو ان يخفضها ، أما العفو الشامل فلا يكون الا بقانون وذلك
