English translation
The National Assembly shall be called by decree to an extraordinary meeting if the Amir considers this necessary or at the request of a majority of the Assembly's members. During an extraordinary session, the Assembly may not consider matters other than those for which it was convened except with the Cabinet's approval.

يدعى مجلس الأمة، بمرسوم لاجتماع غير عادي إذا رأى الأمير ضرورة لذلك أو
بناء على طلب أغلبية أعضاء المجلس. ولا يجوز في دور الانعقاد غير العادي أن
