Article 92 of Constitution of the State of Kuwait

At its first sitting, and for a term equal to its own, the National Assembly shall elect a Speaker and a Deputy Speaker from among its members. If either position becomes vacant, the Assembly shall elect a replacement until the end of its term. In all cases, election shall be by an absolute majority of those present. If this majority is not attained on the first ballot, the election shall be repeated between the two receiving the most votes. If another person ties with the second of them in the number of votes, he shall participate with them in the second ballot, and election in this case shall be by relative majority. If more than one person ties in obtaining the relative majority, selection among them shall be by lot. The oldest member shall preside over the first sitting until the Speaker is elected.
