Article 15 of Law Establishing the Administrative Circuit

Except as provided in this Law, the rules and procedures stipulated in the Civil and Commercial Procedure Law shall apply to the actions provided for herein, the judgments rendered therein and the methods of challenging those judgments. Judgments of annulment shall have in rem binding effect against all persons, and their executory copies shall bear the following formula: The specialized ministers and heads of departments shall execute this judgment and give effect to its requirements. As for other judgments, their copies shall be endorsed with the executory formula prescribed for all other judgments.
