Article 5 of Right of Access to Information Law

The entities shall publish on their websites, within three years from the date this Law enters into force, a guide containing lists of information available for disclosure, in particular the following: 1 - The laws, systems, regulations and decisions under which they operate, the public policies affecting individuals, and the procedure followed in decision-making processes, including channels of supervision and accountability. 2- The organizational structure, competences, functions and duties, as well as policies and organizational documents. - A directory of the names of the heads of entities and holders of leadership positions or persons of equivalent status, their powers and duties, and the mechanism for communicating with them. - Information on the entity’s programmes, projects and activities, and the procedures by which individuals can learn about them, including performance and quality indicators, procurement and tenders. -5 Providing a feature on the website for individuals to participate with their suggestions, opinions and complaints concerning everything relating to the entity’s activities, and the mechanism for responding to them. 6- A simplified guide on how to submit a request for information held by it, and any data relating to information officers. - The services and usufruct rights provided to the public, any public support programmes, the list of beneficiaries and the conditions for benefiting from them. Announcing vacant public positions, the conditions and rules for appointment to them, and the names and results of tests and personal interviews of those accepted. - The locations of toxic materials in use, radioactive materials and hazardous waste, their nature and risks, the quantity of emissions resulting from manufacturing, and the measures taken to limit the damage resulting from them, if any. 10- Identifying the locations of mines left over from wars and the signs indicating them, if any.
