Changing the type or specialization of the scholarship mission is impermissible. Changing its location is permissible. Article 20 of Ministerial Decision 103/1974. In rejecting the defense concerning the Scholarships Committee’s implicit approval of changing its specialization, the judgment reached a correct result. The objection that it required express approval from that Committee to change the specialization. Is unavailing.
