An administrative decision is that by which the administrative authority expresses its binding will, pursuant to its powers under laws and regulations, with the intention of producing a particular legal effect, whenever that is possible and legally permissible and is motivated by a public interest. Its distinction from acts of the administration falling outside the jurisdiction of the administrative circuit having subject-matter jurisdiction over administrative disputes. The court of merits has the power to understand and distinguish this, without being bound by the descriptions and designations used by the litigants.
