Kuwait Court of Cassation principle number 1359

Jurisdiction of the Administrative Circuit of the Court of First Instance over applications to annul administrative decisions concerning civil servants. Its restriction to applications to annul decisions on appointment, promotion, termination of service and the imposition of disciplinary sanctions. Applications to annul transfer and secondment decisions fall outside this jurisdiction unless they encompass other decisions that the Circuit has jurisdiction to hear. In that case, the Circuit has jurisdiction to hear the challenge to the decision and the application for its annulment and compensation therefor.
