Reason therefor. - No obligation upon a court ruling that it lacks jurisdiction to refer the action to another circuit or another body. Condition thereof: that it ascertain, in accordance with the law, that jurisdiction and competence to hear the dispute are vested in that circuit or body. When it confines itself to ruling that it lacks jurisdiction.
