The administrative authority may evaluate scholarly output and establish equivalence of foreign qualifications in accordance with the conditions required by law. The judiciary may review administrative decisions issued that they are, to ascertain their conformity with the conditions and rules stipulated in the Basic Regulations of the Course System at Kuwait University. - Where the law does not require the administration to state the reasons for its decision and it voluntarily states its reasons, their subjection to judicial review.
