English translation of the principle
The criterion for establishing liability giving rise to compensation. - The court's confidence in the report of the expert appointed in the case, owing to the soundness of the investigations on which it was based, in which the appellant's objections were discussed and addressed with a refuting response, without any need to refer the assignment back to the Experts Department, and the absence of proof of damage. Its effect: no liability giving rise to compensation arises.
