Prohibition on connecting electricity to a building in which a violation of the license conditions occurs. Its purpose. The public interest and individuals' interests. Establishment that harm to these 2 interests has ceased. The Municipality's refusal to grant the certificate that the building satisfies the requirements, necessary for connecting electricity. Without justification. The defense relating thereto. A manifestly unsound defense; failure to respond to it does not vitiate the judgment.

حظر توصيل التيار الكهربائي للمبنى الذي تحدث به مخالفة لشروط الترخيص. الغاية منه. المصلحة العامة ومصلحة الأفراد. ثبوت مزايلة الإضرار بهاتين المصلحتين. امتناع البلدية عن منح الشهادة باستيفاء المبنى للاشتراطات واللازمة لتوصيل التيار الكهربائي. لا وجه له. الدفاع المتعلق بذلك. دفاع ظاهر الفساد لا يعيب الحكم عدم الرد عليه.Original Arabic judgment citations
