Kuwait Court of Cassation principle number 360

The jurisdiction of the Administrative Circuit in respect of applications to annul administrative decisions relating to public employees. Limited to decisions concerning appointment or promotion. And termination of service and imposition of disciplinary penalties. A transfer decision falls outside its jurisdiction unless it embodies another disguised decision over which it originally has jurisdiction.
