A judgment staying execution of an administrative decision pending determination of the application for annulment. Temporary by nature. Its legal existence ceases and all its effects disappear upon adjudication of the merits of the action. Example. - An administrative decision issued by a lower authority contradicting what a higher authority has issued:-
