State property. The right of the Council of Ministers and the Public Authority for Agriculture Affairs and Fish Resources to lease it other than by public auction. The administrative authority has absolute freedom to approve the licence. Its silence is not considered a negative decision on its part that may be challenged by an annulment action.

أملاك الدولة. حق مجلس الوزراء والهيئة العامة لشئون الزراعة والثروة السمكية في تأجيرها بغير طريق المزاد العلني. للجهة الإدارية مطلق الحرية في الموافقة على الترخيص. سكوتها لا يعتبر قراراً سلبياً منها يجوز الطعن عليه بالإلغاء.Original Arabic judgment citations
