The offence of forgery of official documents. When it is established. Neither the motive for committing it nor the occurrence of harm is material. The reason therefor. - The official character of a document in relation to the offence of forgery. Its criterion. Its drafter must be a public official competent to draw it up or to intervene in its preparation by virtue of his office. The source of this competence. - A public official’s intervention in a private document is sufficient for it to be considered official. Official character extends to the preceding procedures and the particulars recorded before its submission to him, since regard is had to what the document becomes, not to what it was at the outset.
