The former owner of the vehicle is jointly and severally liable with its new owner to the insurer for the amount of compensation it paid - 238 - Obligation to the injured party where the vehicle’s driver committed the accident while in an abnormal state due to intoxication or consumption of alcoholic beverages, until the license is transferred or the number plates are returned to the competent section of the General Traffic Department.
