A foreigner's engagement in commerce in Kuwait. It was prohibited in all its forms. Enactment of Law 45/1989 amending the Commercial Code, which exempted certain forms from the prohibition, with retroactive effect to its effective date of 22/7/1989. - Non-retroactivity of laws:-
