Rules governing their interpretation. - Council of Ministers Resolution No. 495 of 2008 granting an exceptional pension to military personnel in the three sectors—the Army, Police and National Guard—issued pursuant to Article 14 of Law 69 of 1980. Its restriction to officers in leadership positions wishing to leave service, of the ranks of major general, brigadier and colonel, exclusively. Clause First of the aforementioned Resolution. Its inapplicability to non-commissioned officers and soldiers. Basis thereof. - Public international law:
