Invocation of custom. Impermissible unless legislation contains no provision that can be applied to the issue presented. The absence of special legislation regulating the issue does not justify recourse to custom as a subsidiary source so long as existing legislation contains a provision providing a solution to the problem. - 337 - Procedure
