Judicial jurisdiction. The rule is that it belongs to the ordinary judiciary. An exception is confined to its extent, without expansion. - The Administrative Circuit of the Court of First Instance. Its exclusive jurisdiction to adjudicate the administrative disputes specified in Decree-Law 21 of 1981, as amended. - The arbitration tribunal. Its jurisdiction to adjudicate the civil and commercial disputes concerning which the law on arbitration was enacted. - The judgment's characterization of the contract in dispute as an administrative contract and the failure to challenge this characterization on any ground. Its effect. The judgment becomes irrevocable and may not be disturbed. This is not altered by the characterization's connection with an issue concerning the arbitration tribunal's jurisdiction relating to public order. Reason therefor. The binding force of judgments prevails over considerations of public order.
