Public markets allocated for public benefit. Their occupation is in return for a fee, not rent, and pursuant to temporary licences that are not binding upon the licensing authority, which may cancel or revoke them before their expiry for reasons of public interest. These licences possess the character of administrative contracts and are governed by their stipulated conditions and the rules regulating this type of obligation. All of this constitutes administrative acts governed by public law and not subject to private law or the restrictions it imposes. Jurisdiction to hear any dispute concerning them lies with the Administrative Circuit of the Court of First Instance.
