The procedural conditions concerning registration of the statement of claim and publication of its summary do not apply retroactively to actions brought before Law 33 of 2000 came into force. Application of the substantive provisions of Law 18 of 1969 and 5 of 1975 to actions brought in which no final judgment has been rendered. Article One, Law 33 of 2000.
