Interest in an action to annul an administrative decision passing over an employee for promotion. For its existence, it suffices that the decision affect the financial and moral interests of the employee passed over. Leaving service after issuance of the decision. Has no effect. The judgment ruling the action inadmissible for lack of interest. An error requiring its cassation.
