A financial irregularity in performing a procedural act. Does not entail the invalidity of the act unless the law provides for its invalidity. - Failure to pay the court fee due in advance. Does not entail invalidity. Rationale therefor. - Establishment of the validity of the action and issuance of a judgment therein. It is impermissible to disregard it merely because collection of the fee in advance was missed. - The rule that the effect of invalidity does not extend to the past and the exception:-
