English translation
Public taxes may be established, amended or abolished only by law. No person shall be exempted from paying all or part of them except in the cases prescribed by law. No person may be required to pay any other taxes, fees or charges except within the limits of the law.

إنشاء الضرائب العامة وتعديلها وإلغاؤها لا يكون إلا بقانون. ولا يعفى أحد من
أدائها كلها أو بعضها في غير الأحوال المبينة بالقانون. ولا يجوز تكليف أحد بأداء
