Article 66 of Constitution of the State of Kuwait

A request for reconsideration of a bill shall be made by a reasoned decree. If the National Assembly approves it a second time with the approval of two-thirds of the members constituting the Assembly, the Amir shall ratify and promulgate it within thirty days of its communication to him. If this majority is not attained, it may not be considered during the same session. If the National Assembly again approves that bill in another session by a majority of the members constituting the Assembly, the Amir shall ratify and promulgate it within thirty days of its communication to him.
