Article 71 of Constitution of the State of Kuwait

If, between sessions of the National Assembly or during its dissolution, circumstances arise requiring the urgent adoption of measures that cannot tolerate delay, the Amir may issue decrees concerning them having the force of law, provided that they do not contravene the Constitution or the financial estimates contained in the Budget Law. These decrees must be submitted to the National Assembly within fifteen days from the date of their issuance if the Assembly is in existence, and at its first meeting in the event of dissolution or the expiry of the legislative term. If they are not submitted, the force of law they possessed shall cease retroactively without the need to issue a decision to that effect. If, however, they are submitted and the Assembly does not approve them, the force of law they possessed shall cease retroactively, unless the Assembly considers that their operation during the preceding period should be approved or that their resulting effects should be settled in another manner.
