Article 36 of Code of Criminal Procedure and Trials

The investigator must investigate all felonies and may investigate misdemeanors if he finds that their circumstances or importance so require. Except as aforesaid, police preliminary inquiries shall suffice for bringing the action before the court. Investigator means anyone vested with that capacity pursuant to the provisions of Article 9. The rules set out below shall be followed in preliminary inquiries and shall, where necessary, be supplemented by the provisions concerning trial procedures.
