Article 1 of Municipality Law

In applying the provisions of this Law, the following expressions and words shall have the meaning indicated opposite each: 1 - Municipality: the Municipal Council and the executive apparatus of the Municipality. 2 - Minister: the Minister competent for municipal affairs. 3 - Council Chairman: the Chairman of the Municipal Council. 4 - Director General the head of the executive apparatus. h - General Secretariat: the General Secretariat of the Municipal Council. 6 - Secretary General: the Secretary General of the Municipal Council. - Executive apparatus: all administrative, financial, engineering and service units and development and research units falling outside the scope of the units of the General Secretariat of the Municipal Council. - General Structural Plan of the State: the general framework defining future urban objectives and policies, which reflect the State's political, economic, social and environmental vision, objectives and plans in land uses during a specified period. 9 - Structural plans for areas, cities and suburbs: the regulatory and survey plans for the distribution of various land uses, facilities and services within the boundaries of a single area, in conformity with the General Structural Plan of the State.
