Article 16 of Kuwaiti Penal Code

By way of exception to the provisions of the preceding Article, if the law prescribing the penalty is a temporary law for a specified period or a law whose enactment was necessitated by emergency circumstances, it must be applied to every act committed during its period of operation, even if its period has expired or it has been repealed because the emergency circumstances have ceased, and this occurred before the final judgment concerning that act was rendered.
