English translation
The death penalty may not be carried out except after ratification by the Emir, who may, on his own initiative, pardon this penalty or substitute another penalty for it.

لا يجوز تنفيذ عقوبة الاعدام إلا بعد تصديق الامير، ويحق له من تلقاء نفسه العفو
