English translation
Courts shall determine actions and applications for which the fee has been paid in advance or temporary exemption therefrom has been established. No action or application may be pursued before payment of that fee. If non-payment becomes apparent, the court shall grant the plaintiff an appropriate period for payment. If he fails to pay within it without an acceptable excuse, the court must rule that the action is deemed never to have been brought. )2(

تفصــل المحاكــم في الدعــاوى والطلبــات التــي يــؤدى الرســم عنهــا مســبقا، أو يثبــت
الإعفــاء منهــا مؤقتــا، ولا يجــوز مبــاشرة أيــة دعــوى أو طلــب قبــل الوفــاء بهــذا الرســم،
وإذا تــبين عــدم ســداده منحــت المحكمــة للمدعــي أجًلا مناســبا للســداد، فــإذا لم يقــم
