Article 4 of Domestic Workers Law

The licensee, those working for him, and those cooperating with him inside and outside Kuwait are prohibited from receiving any sums from a domestic worker or a person of equivalent status in return for employing him with the employer or retaining him with that employer, directly or indirectly. If it is established that this has been done, at any stage of employment, the licensee shall be punished in accordance with the provisions of the Penal Code concerning the two offences of extortion and illicit gain. He may not use the recruitment office as accommodation for workers.
