Article 1 of Law Establishing the Administrative Circuit

An administrative circuit shall be established at the court, composed of three judges and comprising one or more chambers as needed. It shall have exclusive jurisdiction over the following matters, in which it shall have the jurisdiction of judges of annulment and compensation: First: Disputes concerning salaries, pensions, gratuities and allowances due to civilian employees or their heirs. Second: Applications submitted by interested persons for annulment of administrative decisions issued concerning appointments to civilian public posts. Third: Applications submitted by civilian employees for annulment of administrative decisions issued concerning promotion. Fourth: Applications submitted by civilian employees for annulment of decisions issued terminating their service or imposing disciplinary penalties upon them. Fifth: Applications submitted by individuals or bodies for annulment of final administrative decisions, except decisions issued concerning matters of nationality, the residence and deportation of non-Kuwaitis, and licences for publishing newspapers and magazines and for places of worship.
