Article 4 of Law Establishing the Administrative Circuit

For the applications specified in the second, third and fourth paragraphs of Article One to be admissible, the challenge must be based on one of the following grounds: (a) Lack of jurisdiction. (b) A defect in form. (c) Violation of laws and regulations, or error in their application or interpretation. (d) Abuse of power. The refusal or failure of administrative authorities to make a decision that they were required to make in accordance with laws and regulations shall be deemed an administrative decision.
