Article 7 of Law Establishing the Administrative Circuit

The time limit for bringing an annulment action shall be sixty days from the date of publication of the challenged administrative decision in the Official Gazette or in bulletins issued by government departments, or its notification to the person concerned, or the establishment of his certain knowledge thereof. The running of this period shall be interrupted by lodging a grievance against the administrative entity that issued the decision with its superior authorities. The grievance must be decided within sixty days from the date of its submission. If a decision rejecting it is issued, it must state reasons. The lapse of sixty days from submission of the grievance without a response from the competent authorities shall be deemed a rejection thereof. The time limit for bringing the action shall be calculated from the date of express or implied rejection, as the case may be.
