Article 5 of Law Establishing the Administrative Circuit

The Administrative Circuit alone shall have jurisdiction to rule on the annulment of the administrative decisions referred to in clauses and third, fourth and fifth of Article One. It shall also alone have jurisdiction to rule on claims for compensation for harm arising from those decisions, whether brought before it as principal or ancillary claims.
