English translation
In all cases of rejection of the application or failure to respond, the applicant may submit a grievance to the authority, which shall respond to it within sixty days. Rejection of the grievance shall be by a letter stating the reasons for rejection. Failure to respond shall be deemed a rejection of the grievance. The Executive Regulations shall regulate the procedures for grievances and their determination. Litigation proceedings may not be taken before the grievance has been determined. Chapter Six Penalties

في جميع حالات رفض الطلب أو عدم الرد يكون لمقدم الطلب تقديم تظلم إلى
الجهة وعليها الرد عليه خلال ستين يومًا، ويكون رفض التظلم بكتاب مبينـا بـه
أسباب الرفض، ويعتبر عدم الرد بمثابة رفض للتظلم.
وتنظم اللائحة التنفيذية إجراءات التظلم والبت فيه.
