English translation
Groundwater and surface water are national wealth that may not be exploited, and wells may not be drilled, without prior permission from the competent authorities. The Authority shall supervise the exploitation of these waters in a manner that ensures their protection from pollution and their sustainability. The Executive Regulations of this Law shall specify the competent authorities, the responsibility of each, and the related requirements and standards.

الميــاه الجوفيــة والســطحية ثــروة وطنيــة لا يجــوز اســتغلالها ولا يجــوز حفــر آبــار دون إذن
مســبق مــن الجهــات المختصــة ، وتعمــل الهيئــة على الإشراف على أعمال اســتغلال هــذه
الميــاه بالصــورة التــي يتحقــق معهــا حمايتهــا مــن التلــوث واســتدامتها ، وتحــدد اللائحــة
التنفيذيــة لهــذا القانــون الجهــات المختصــة ومســؤولية كل منهــا والاشتراطــات والمعــايير
