Article 17 of Family Court Law

A ) Family Insurance Fund ( shall be established, affiliated with the Ministry of Justice, and its resources shall consist of the following: a - An amount allocated by the State in the budget of the Ministry of Justice. b - Unconditional donations and gifts. These resources shall be allocated to enforcing judgments and decisions issued by the personal status circuits pursuant to Article )345( of the Personal Status Law, and those issued by the Family Court, awarding maintenance or remuneration to a wife or divorced woman, or maintenance to children or relatives, where one of the parties to the judgment is Kuwaiti and enforcement is not possible in accordance with the procedures prescribed for enforcing judgments. The Fund may disburse amounts to any of the persons mentioned in the preceding paragraph by way of a loan pending issuance of a judgment establishing his entitlement, in accordance with the rules 1( The second paragraph amended pursuant to Law No. 11 of 2018 The Law specified by the Board of Directors. Enforcement shall take place in accordance with the rules specified in the regulations of the Family Insurance Fund issued by the Minister, which regulate the administration of the Fund, the manner of disbursement from it, and recourse against judgment debtors for the necessary burdens and costs disbursed, with due regard to coordination with the Ministry of Social Affairs and Labour in this regard.
