Article 87 of Telecommunications Regulatory Authority Law

The capital of the Authority shall consist of two contributions, one in cash and one in kind: First: The cash contribution: Its amount shall be fifty million Kuwaiti dinars, to be paid from the State's General Reserve Fund in a single payment. Second: The contribution in kind: It shall consist of the movable and immovable assets that devolve upon or are allocated to it. An independent specialized entity selected by the Council of Ministers shall undertake the valuation of all assets allocated to the Authority or devolving upon it. The Executive Regulations of this Law shall regulate the procedures that this entity must follow in its work, provided that it completes its assignment within the time specified in the contracts concluded with it. The valuation shall be approved by the Council of Ministers after submission to the State Audit Bureau. A decree shall be issued definitively determining the capital of the Authority, and it may be amended in the future by decree. The Authority's losses, if any, during the first three budgets shall be covered from the State's General Reserve.
