English translation
Kuwaitis by origin are those settled in Kuwait before the year 1920 who maintained their ordinary residence there until the date of publication of this Law. The residence of ascendants shall be considered complementary to that of descendants. A person shall be considered to have maintained his ordinary residence in Kuwait even if he resided in a foreign country, provided he retained the intention to return to Kuwait.

الكويتيــون أساســا هــم المتوطنــون في الكويــت قبــل ســنة 1920، وكانــوا محافــظين
على إقامتهــم العاديــة فيهــا إلى يــوم نشر هــذا القانــون.
وتعتبر إقامة الأصول مكملة لإقامة الفروع.
ويعــتبر الشــخص محافظــا على إقامتــه العاديــة في الكويــت حتى لــو أقام في بلــد أجنبي،
