Article 1 of Decree of 1979 concerning the Civil Service Regulations

A person appointed to a post must: 1- Be of Kuwaiti nationality; if none is available, preference shall be given to non-Kuwaiti children of a Kuwaiti mother, then to nationals of Arab countries. 2- Be of commendable conduct and good reputation. 3- Be not less than eighteen Gregorian years of age, except in cases determined by the Civil Service Council. 4- Meet the conditions and possess the qualifications required to occupy the post. e- Have his medical fitness for the post established. The conditions of medical fitness shall be determined by a decision of the Minister of Public Health. Exemption from some of these conditions may be granted by a decision of the competent minister after obtaining the opinion of the competent medical body. 6- Not have previously been dismissed from service by a final disciplinary decision, unless at least three years have elapsed since its issuance. 7- Not have previously been sentenced to a custodial penalty for a felony or an offence involving dishonour or breach of trust, unless he has been rehabilitated in either case, subject to the provisions of the aforementioned Law No. 9 of 1971. The governmental entity may add other conditions after obtaining the opinion of the Personnel Bureau.
