Article 4 of Decree of 1979 concerning the Civil Service Regulations

Appointment to the general posts group requires an educational qualification consistent with the nature of the post. The Civil Service Council shall determine the levels of educational qualifications required for appointment to this group. Nevertheless, experienced persons without qualifications who have passed training courses may be appointed to posts in the aforementioned group, in accordance with the rules and conditions determined by the Civil Service Council upon the proposal of the Personnel Bureau.
