Article 82 of Decree of 1979 concerning the Civil Service Regulations

Official holidays shall be determined by a resolution of the Council of Ministers. A resolution of the Civil Service Council, upon the proposal of the Civil Service Bureau, shall establish the rules and controls governing official working hours in government entities. The Council may establish a system permitting absence from work for a number of hours without pay. Official working times and hours in those entities shall be determined by a decision of the Civil Service Bureau. Special times may be determined for particular government entities or specified positions in agreement with those entities. Employees may also be assigned to work outside official working times if the interests of the work so require.
