Rights established pursuant to the provisions of the Social Security Law may not be pursued by action until they have been claimed from the Institution in writing within five years from the date on which they are deemed payable. The action may not be admitted before a grievance against the decision issued by the Institution is lodged, within thirty days from the date of notification, before the committee constituted for that purpose, which must decide it within thirty days.
