Payment of sums to a scholarship recipient in his capacity as a member of a scholarship mission, and their remaining in his possession without legal basis after issuance of a decision withdrawing his scholarship. The limitation period applicable to them is the fifteen-year extinctive limitation period, not the limitation period stipulated in Article 21 of Law 15/1979.
