An administrative decision is that by which the administrative authority expresses its binding will, under the authority vested in it by laws and regulations, with the intention of producing a specific legal effect, where that is possible and legally permissible and is motivated by a public interest. Its distinction from administrative acts falling outside the jurisdiction of the Administrative Circuit having subject-matter jurisdiction over administrative disputes. The court of merits has the authority to understand and distinguish this without being bound by the descriptions and designations used by the litigants.
