Prohibition on taking possession of State property without prior permission from the competent administrative authority. The prohibition covers State property outside and within the general planning boundary. Excepted therefrom is the special grant to claimants of ownership subject to special conditions. Implication of the exception. Claims of ownership over individuals' property within the general planning boundary fall outside the scope of the prohibition.
